Regarding your path - is your wget folder correctly concatenated with the
previous data with a ';' semicolon?

(1) Yes, when I cd to C:\Wget, it does execute (I haven't tried it on
a file yet).
(2) I typed in ECHO %PATH% and it has "C:\Wget\" at the very end.
