Whatsup allows you to monitor your network via icmp and/or via other means (like snmp, ntp
http etc).
You are right, the traffic to monitor your network also takes bandwidth on the network. The point is
that for local networks the bandwidth used is a VERY small proportion of used bandwidth.
This can grow to a much larger proportion over WAN links. The trade off is one of
using network bandwidth versus not knowing of problems.
I'm sure there are lots of Network Management books that go into this in greater
detail. Might be a better place for you to start?
