What you describe can probably be done with no special tweaks.
Just put an alert on the router to dial out rather than email, and leave the
rest on email

Assuming that no computer is useful with that router down, it's not going to
really matter if one is down or there all down because none of them are
going to be able to get out. When you get the Internet connection back up
take a look at the map.
