Thanks for the info.  I have been having this problem, also.  I agree
that this is the behavior that the application is exhibiting and that it
is not desirable.  I guess that you could call it a feature request if
not a bug.  Bug sounds right to me, though.  It would be a pretty simple
function to log a failed service and the fact that it was restarted.  

I don't want to have to create 12 new services to monitor to have the
functionality of logging a failed service that is (occasionally)
restarted by WUG.  I would ask Ipswitch to fix this.

 It works as advertised. Set up another service check with a name that
is alphabettically lower than the current one. It will alert you and log
the error. The other service will restart it after. 
That is what Ipswitch has been telling people to do for quite a while.
So, Hope for a "fix" is slim.
