    One way you could accomplish this is to use the net-snmp
http://net-snmp.com binaries and a Program Notification. The
snmptrap.exe tool they provide is made exactly for this type of
application. Best of all, it's open source and under GPL, so you don't
have to cut a PO for this one. :-)
