As far as I know Winpopup uses the Windows Messenger Service, same as NET SEND.
Maybe the following will help: Since net send natively uses the netbios ports, it will attempt to contact a wins server to find the IP of the target machine or user. It will then attempt delivery. If you are on a different logical network, there is likely a router involved somewhere. This device will kill broadcasts from one logical network to another. The use of WINS should elmininate the need for your machine to broadcast to the network in order to locate the target machine. As long as every computer is configured to use WINS, it can be very effective.
