Yes, in principle, but you can't trigger the layout mode when you hit the first What WG feature. UAs already have code for triggering on doctype. It's not pretty, but it's the reality.


Or at the very least use something that would not confuse people into thinking that it is an
application of SGML or XML.

Do you want to replace "NONSGML" with "THIS-IS-NOT-SGML"?
