I have tweaked the spec to hopefully fix this. Please let me know if it is still broken. :-)
"Submission buttons only submit the first form they are associated with. Reset buttons must submit all the forms they are associated with."
You probably meant "Reset buttons must *reset* all the forms they are associated with." :-)
