Is there a need for a tag in HTML5 to specify extracted content semantically, such as the first few paragraphs of a blog post. The <extract> tag could optionally contain a href attribute to the full version of the content.

This is a clear example of presenting a solution and asking if there is a problem for it to solve. Generally it is better to begin by outlining the problems and use cases that you believe aren't adequately addressed, which makes it a lot easier to determine whether or not existing markup is suitable, develop an appropriate solution if needed, or determine that it's not worth addressing.
