I don't see mention of this in the spec which is one of the reasons I
raised the question. Have I missed it? If not I'd like to see the spec
clarified here.
I thought this was explicit in the spec, but maybe I am thinking of
the discussion of "effective start" in a previous revision?
In any case, I agree the wording should be clarified.
