Resolvable is a term the about URL scheme draft uses to determine whether a given about URL returns a resource or not when used somewhere. E.g. about:blank resolves to a text/html resource consisting of the empty string. That about:srcdoc does not resolve does not mean its browsing context cannot be navigated.
