I've done this now: http://url.spec.whatwg.org/ Turns out it's not exactly IDNA 2003, but IDNA 2003 with the latest version of Unicode. (Lesson: don't design your protocol around a particular version of Unicode, implementations won't obey.) -- http://annevankesteren.nl/
