This is indeed very close and bits could be reused as this part seems BSD-licensed.... and the template for a recipe https://github.com/conda-forge/staged-recipes/ in a conda context is about the same as the combo of the many Linux, Mac and Windows wheel building repos out there. But conda is not wheel unfortunately.
