I don't think we should add the install_puppet call to ScriptBasedClusterAction
- handlers should add it themselves if they use Puppet. (This is true of
install_runurl now too, so we should remove it in a separate JIRA.)
It would be good to have something to test the abstraction - perhaps add a new
service, or rewrite an existing one (e.g. ZooKeeper)?
