Add functions directory to classpath

The instructions to customize the installation scripts are complex and not
intuitive
(http://incubator.apache.org/whirr/faq.html#How_can_I_modify_the_instance_installation_and_configuration_scripts).
It would be better if the functions directory was already provided in the
distribution so that they can be edited in place (the defaults would also be
present in the JARs). Making the location of the functions directory
configurable would be useful too.
