I'd lean towards -1 on requiring maven3 given that common distros (ie ubuntu natty) ship with v2, this will add additional burden to anyone picking up the project.
It's not clear to me from the jiras - why are we having problems with mvn2 assembly/findbugs while other projects use these tools with v2 successfully?
