ChuckDeal's take on it is this: When tracing through the WicketFilter code, it looks like isWicketRequest() can't deal with it so it delegates to webApplication.getRequestCycleProcessor().getRequestCodingStrategy().urlCodingStrategyForPath(path) which returns null because it specifically excludes the '/'. You can't mount '/' because mount(...) will throw IllegalArgumentException("The mount path '/' is reserved for the application home page").
