FWIW, I found this useful when running RAT over the release and having it report a number of missing license headers: looking at the NOTICE file told me why a given file has no AL header or a different one. It'd be useful for RAT to take a list of exceptions as input, to define such files, but currently I don't think it supports that. -Bertrand
