Both, but I am using mountable links for Wicket Pages, which solves the problem quite well.
The solution I present on the wiki page refers to external links. As I explain in the text, the goal is to model a link that has different targets depending on the locale. Note that the content author may decide to not include a link as well, which means that a component cannot be used. The display text is left completely to the content author. This approach allows for SoC, while giving the content author complete freedom (other than the link info in the database). Of course, the way this this was implemented is a hack, since Wicket does not allow for this approach out-of-the-box.
