Timothy, reflected_shadow.png is a slight, semi-transparent shadow graphic that is used on the page_bar and search_box by default. We removed it on the skins that use yellow for these areas (slate, smoke, brick, gaming) because it ended up making the yellow look too dirty.
There is also another shadow.png which is assigned to the .shadow class, which is used in the <dd> tag in the widgets (the main area of the widgets). It's turned off by default, but it's a nice subtle shadow that looks great on widgets with coloured backgrounds. You'll see it on dcdatabase tomorrow. Once I figure out what the permanent URL of the image is, I'll update the inside.wikia.com page with shadowing instructions.
