We are going to turn the site into read-only for 5-10 minutes at 1PM
Central European Time (GMT+1)
The reason for this is that we need to reconfigure our external db
storage and that requires a mysql restart.
The reason for that is to make updates go faster, as well as our new
wiki stats that are coming live soon.

think we know the cause and will fix it after the 1.13 upgrade
