Damn, this situation could be good for an article on Uncyclopedia
but... this happens on real life!

I'm sorry but I'm not a fluent English speaker so I'm not able to
maintain a spoken conversation with you :S but I think this is a
general-interest topic and needs some debate and explanation,

I agree with the fact that we must protect the kids. But think of that
situation:

A newcomer attracted for the "Create an account" link wants to get an
account. Anonymous are "spammed" everywhere in Wikia to get an
account! Think of the "green messages" every time they edit, and the
prominent buttons for registering in Monaco skin! Then, when they are
convinced to get an account, they fill the form and what? Unable to
complete registration?? WTF! NO REASON EXPLAINED about why they can't
register. This really upsets people.

If when submitted the form, the user couldn't create an account
because those "legal reasons" (heh, we couldn't even give a more
precisely description because is like a taboo!), a message indicating
that "We can't allow people under age x to get an account to protect
your privacy/safety/whatever" or a "we need a parental consent to
complete registration", when you have how to implement this. I think
somebody or the lawyers could get a better explanation. The idea is:
you are warned about that. But we aren't responsible if you decide to
lie us with your DOB.

The important thing here is to give to the user a reason about why the
registration failed. Not a "how to bypass the block". I don't want
that. But I don't want neither to have some users posting in our
forums the creation account problem and to be forced to tell them
about this situation.

If you need to be strict about that, think that the user name, email
address and DOB are collected before that you prevent the registration
because DOB, and there's no evidence of that these data is "completely
removed" so it could be considered also "illegal"

I hope you'll get a good solution for that.

PS: What about put the servers in The Pirate Bay :P
