Yes, exactly. Both 2html and 2wikitext serializers should escape any
preprocessor-handled tags, as well as template inclusions. It would be enough
to map "<" to "&lt;" and "{" to "&#123;", maybe with a few rules to reduce it
to the absolute essential.
