MW 1.10.0 is the first version I observe this exception in, although it is
handled gracefully. MW 1.14.0 just pukes on the exception. Here are the
details from 1.10.0
SkinTemplate::makeTalkUrlDetails given invalid pagename User:

It is the same first exception as 1.14, however, there is not a second
exception thrown in the exception handler as in 1.14
