Given the success of the ping to bits, it's unlikely to be a routing issue. 
The note from your ISP also suggests that the problem is not pervasive.  I
suggest trying a different web browser, trying on a different computer from the
same internet connection, trying with the same computer from a different
internet connection, and trying with a different computer from a different
internet connection.  Additionally, running a virus scan and uninstalling
adblock software (or reconfiguring it to make sure it's not blocking wikipedia)
may help.

You can take the browser out of the equation entirely by using 'telnet' to
request a resource from bits.wikimedia.org and further clarify where the
problem actually lies.  There are numerous HOWTO guides out on the web
describing how to use telnet to request a web page (eg
http://www.nikmakris.com/blog/post/Request-a-web-page-using-HTTP-and-a-Telnet-session.aspx)
