For reference, when I viewed the url, no error message was given, only a
zero-byte response was given (status code 200, content-length header was 0, but
otherwise looked like a normal response)
Changing the url around (to avoid caching) I got the error "Error retrieving
thumbnail from scaling server: empty response" (status code 500).
This is also an issue with some related files, for example:
https://upload.wikimedia.org/wikipedia/commons/thumb/1/1e/Wichita%2C_Portraits-Kiowa_women_-_NARA_-_523844.tif/lossy-page1-183px-Wichita%2C_Portraits-Kiowa_women_-_NARA_-_523844.tif.jpg
(Note, this isn't that noticable, since the cached responses are fine)
I also just randomly went through search, and first image i tried was also
affected (

I'm raising priority, as this seems to be a significant issue affecting many
image files, which used to work.
