Make Special:Whatlinkshere includable.
Maybe add an parameter option to restrict to namespaces, e.g.
{{Special:Whatlinkshere/Foo:Bar|ns=MAIN,PROJECT}} would list all MAIN and
PRPJECT pages linking to Foo:Bar.
