The page https://www.mediawiki.org/wiki/Help:Mass_account_creation offers some way to overcome this, but they are not very convenient. They either require the accounts to be created up front, or to have them created by a sysop, which misses the point of teaching people how to create accounts. The limitations can be lifted by asking cluster sysadmins on IRC to lift the restrictions by doing configuration hacks, but this is very inconvenient for most people and it is error-prone, too.
