https://bugs.php.net/bug.php?id=60621 saw no progress since Tim opened it in
December. As Tim details, fixing this will likely require non-trivial changes
to the PHP CDB bindings.
Preventing /tmp from filling up should very likely avoid this problem (and
possibly others), but is something more suited to ops.
