When I saw it, I thought that it's the first 10 languages in the alphabetical list. Then I understood that it's probably top 10 languages sorted by Wikipedia article count. The frequent users of CentralNotice, who publish fundraising banners and big notifications from the WMF, probably know the real meaning of this message, but the extension should be accessible to new users without the need for training from the Masters.
