That's how it's supposed to work. There's a separate cookie for each root domain (e.g. wikipedia.org, wikiversity.org) and these all get loaded no matter what site you start your session from. There is no general "wikimedia.org" cookie like this though -- instead each "other project" has its own cookie. Outreach is one of those wikis with a separate cookie, so you only get logged in to outreach.wikimedia.org if you start your session there.
