Fred, can you take a peek at this sometime? Should be something on the order
of:
1) Update the header text for the listinfo page to include a link to
http://meta.wikimedia.org/wiki/Mailing_lists .
2) Update the Apache config for lists.wikimedia.org to change the redirect for
the root page to point at https://lists.wikimedia.org/mailman/listinfo
