Abuse filter/spam blacklist mistakes are easier to fix than what is proposed here. I think collecting a list of wanted rules, and hardcoding those to MW is much more likely to succede than letting admins dynamically add such rules. (As it stands of course, one could do this on the js side already, but that is really icky). (Note MW does have some rules for adding nbsp in certain contexts.
