Whether or not an extension is installed is unrelated to the server information
now being displayed. Absolutely _none_ of this bug relates to the installed
extensions portion of Special:Version.

I suppose I just disagree that this should be handled by rights: I prefer the
implementation with $wgSpecialVersionShowHooks.
