Add a config setting that will cause all Category: pages to display an option,
"View as CategoryTree". Two possible places:
(1) At the top, like what you see at
http://wiki.mises.org/mediawiki/index.php?title=Category:Concepts&oldid=20765
(2) On the sidebar.
