I expanded it and responded to some of the points inline. I think the biggest barrier(s) to implementation right now are the domain name and the maintenance question. If the Wikimedia Foundation picks this project up, there's a reasonable expectation that it would have to maintain the service indefinitely (particularly if these URLs start being printed on tote bags, end up in printed publications, etc.). Resources are finite.
