You seem a bit conflicted about where the problem is and the symptoms seem distinct. --- Regarding this particular bug, I thought there was some kind of historical exemption for global blocks for Meta-Wiki so that Meta-Wiki could act as a court of last resort or something. Am I wrong about that?
