Indeed, otherwise MediaWiki is guilty of negligence. And the certainly always wrong "localhost" guess in DefaultSettings.php should instead be a die(), with message "Unable to determine server name, please specify in LocalSetting.php, mainly for maintenance scripts", as any function that actually ends up using this wrong "localhost" value will do something bad.
