Duping this to bug 738 (an old req for section-level watching). We've got
active work bringing LiquidThreads back up to date, which is going to handle
this sort of need for discussion pages.
Not currently planning to implement section-level watching for article pages,
but if it were to be suggested, go ahead and revive it at bug 738.
