We would like to show a 'time elapsed' indicator such as '1 hour ago' or '1 day
ago' instead of the full date in the notifications. 

Since MediaWiki core still doesn't support 'time elapsed' indicators ('1 hour
ago'), we can try to use the AFT code or Moodbar code instead. We should also
ask Terry if there any way to give this feature a higher priority, so it gets
incorporated into core sooner.

Note that we would also like to use the saem short timestamps in the
'all-notifications' archive page.
