The specific case I was thinking of was that people could choose to receive a notification when a new issue of the SignPost is published, rather than having a message posted to their talk page. The notification wouldn't contain any actual content from the SignPost, just a message that it was published and a link to it. This is something of an edge case for potential Echo functionality, but it is something we have considered.
