[ Side note about your MediaWiki version ]
MediaWiki 1.18 isn't supported anymore.
You can choose to upgrade to:
- 1.19, our LTS release, supported until November 2014 (LTS means long term
support)
- 1.20, our last release, supported until November 2013
- 1.21, the version currently in development and deployed on Wikimedia projects
(continuous integration model).

Do you have any message in the debug log?
If you switch your wiki from German to English ($wgLanguageCode = 'en'), does
the category appears?
To enable debug log:
$wgDebugLogGroups["dynamic-sidebar"] = "/tmp/sidebar-debug.txt";
