Yup, this setting doesn't make sense for foundationwiki.
It was added as part of a more general request (tracked in that RT ticket) to
permanently disable accounts on private wikis. When it was pointed out that
$wgBlockDisablesLogin would do the job, it was asked to enable it on those
private wikis, and foundationwiki was added to the request even though it
didn't make sense there, because it's a public wiki.
