It's a content message. Only varies by content language, not user language.
(It can be overriden to be a user-language varrying message on a per wiki basis
([[mw:manual:$wgForceUIMsgAsContentMsg]]), but probably the message should be
changed in general)
It would appear that the plain pagetitle message is a user language message.
