So if I understand correctly, this happened:
* Added right from meta.
* Added right locally.
* Unspecified rights change locally
* Meta unaware of local rights changes.
* Implied unspecified rights change from meta which overwrote local changes.
You *did* refresh the user rights page on meta after the local rights were
added, right?
