It's possible to move the message up using Javascript - compare
http://commons.wikimedia.org/wiki/MediaWiki:Gadget-CategoryAboveAll.js. The
message has ID 'anontalkpagetext'.
At the same time, you can use MediaWiki:Talkpageheader
(http://www.mediawiki.org/wiki/Manual:Interface/Talkpageheader) with namespace
detection to only show content on anon talkpages at the top of the page. (Check
if {{NAMESPACENUMBER}} is 3 - see
http://www.mediawiki.org/wiki/Help:Magic_words#Namespaces.)
Closing as WONTFIX on basis of this and previous comments.
