Oh, there is one extra trick to it. The mention notification is only triggered
if the mention occurs within a discussion, i.e. there has to be a section
header somewhere above it. Sorry it's so complicated :P We tried to make it
very conservative since we were worried about people getting spammed with
irrelevant notifications. We make remove some of these conditions in the
future.
