Did you get any more error information, such as a backtrace? If not, please
follow the instructions at bug 19447 comment #26 to generate one. I think this
error is caused by an extension loading messages while the l10ncache table
hasn't been created yet.
Of course, rather than fixing every extension in existence, the proper fix is
to disable l10ncache at the start of update.php .
