The parameter "stato=USA" in the "Template:Città" is responsible for this inclusion. But if you change "USA" by "4242", the article will not show the "Template:Città/4242" in red... so it will not possible to detect that this specific template is missing. We will have in place a red link "Template:4242" which is totally wrong.
