Yup. The enhanced toolbar is not displayed at all in IE6. This is intentional,
because IE6 is too broken to render it properly. IE7 does a better job, but
still breaks in RTL (right-to-left) environments, so the enhanced toolbar is
disabled for IE7+RTL as well.
